Eric Howlett
Founder & Strategic Visionary
Eric Howlett is the founder of HIEBA System Solutions and the driving force behind its acquisition and evolution. After first encountering the platform in 2018 at a Dodge County Fire Chiefs meeting, Eric recognized its powerful potential to streamline communication for dispatchers and enhance coordination for emergency personnel on scene.
With a strong background in business startups and a portfolio of successful ventures, Eric brings strategic leadership and entrepreneurial vision to HIEBA. His mission is clear: to make HIEBA a statewide standard in Wisconsin and expand its reach across the nation—empowering first responders with faster, smarter resource management when every second matters.
Suzie Reissmann
Co-Founder, Platform Development & Customer Success
With over 21 years of experience in emergency dispatch, Suzie Reissmann brings unmatched insight and leadership to HIEBA System Solutions. Her career began at the Beaver Dam Police Department and continued at the Dodge County Sheriff’s Office, where she served as a Sergeant, training supervisor, and a key member of peer support and critical incident stress teams.
Suzie’s firsthand experience with MABAS operations and her early adoption of EMABAS inspired her to help shape its evolution. Known for her passion and professionalism, Suzie is deeply committed to improving the lives of dispatchers and first responders through smarter, more efficient emergency management tools. Her leadership ensures that HIEBA remains intuitive, responsive, and rooted in the realities of frontline emergency work.

Joey Rivas
Co-Founder, Operations & Business Development
Joey Rivas brings over 13 years of frontline experience as a retired Rescue Captain with the Delton Fire Department, where he played an active role in MABAS training and incident coordination. With more than two decades in sales and business development, Joey combines operational insight with strategic vision to help drive HIEBA forward.
Since joining the team, Joey has worked closely with fire departments, dispatch centers, and emergency managers to ensure the HIEBA platform remains powerful, practical, and user-friendly. His deep commitment to public safety, hands-on experience, and passion for innovation position him as a key leader in advancing emergency management solutions across the state.
Erik Youngblood
MABAS Communications Advisor & Business Development
With over 35 years of experience in EMS and emergency communications, Erik Youngblood serves as the Dispatch Communications Chief for Michigan MABAS. He also works as an EMS/Fire Dispatcher at Emergent Health Partners, home of the Michigan MABAS RED Center. Erik brings deep expertise in dispatch operations, training, and communications technology, playing a vital role in ensuring seamless emergency response coordination. A lifelong volunteer and educator, Erik is committed to strengthening public safety systems across Michigan and beyond.
